Places to Park Your Vehicle - Anything in your place?

Where I live now, Virginia, has these spots called "Park and Ride" and anyone can sleep overnight there, unless signs forbid it, but I haven't seen any at any "park and ride".

Is it meant for truckers or what? Why did they create these spaces?
